Start by heading down to the lowest level of the Controlled Access Zone. This section of the facility is partially flooded, and you'll notice several damaged ARC units scattered around the area.
The fuel cell does not always appear in the exact same location. It can spawn in multiple possible spots throughout the lower level, so you may need to search around the room before you find it. Check carefully around machinery, corners, and debris until you locate it.
Once you pick up the fuel cell, retrace your steps and climb the stairs back up toward the upper level.
Look along the eastern wall for a fuel cell compartment. When you find it, insert the fuel cell into the slot.
As soon as the power is restored, you'll see a locked door open in ARC Raiders Items the room directly ahead, visible through a window.
